Washington State Health Care Authority (HCA) – MPI (Master Person Index) Integration
Overview
The Health Care Authority (HCA) was entrusted with developing an enterprise-wide identity management system for the Washington State HHS Coalition (Coalition) Master Person Index (MPI) Project. The objective was to enable efficient program planning, development, delivery, integrity, and analysis of the Coalition’s five health and human service organizations. HCA established a conceptual architecture with an integration layer between State systems and Verato Software as a Service (SaaS). In addition, People Tech collaborated with AWS and MuleSoft to provide the solution.
Challenges
During the development of the Washington State HHS Coalition (Coalition) Master Person Index (MPI) Project, the Health Care Authority (HCA) encountered various challenges related to the development of the MPI Integration Layer. These challenges included:
- Ensuring that the solution supported the range of configurations specified in the MPI pyramid.
- Integrating the data and systems of the five different health and human service organizations that formed the Coalition.
- Creating an application that could function effectively as an integration layer between Verato and the coalition systems.
- Facilitating seamless communication between Verato and the coalition systems through mediation between the two entities.
Solutions
People Tech collaborated with AWS and MuleSoft to develop an application called MPI in AWS and use MuleSoft as an Integration Platform as a Service (iPaaS). The architecture covered the MPI Integration Layer, which mediates between coalition systems and Verato.
The overall solution provided the following services:
- Identity Resolution Service
- Identity Store Service
- Most Current demographic data
- All available data for a particular individual
- Records from the originating system
- A subset of records excludes records determined to meet a set of requirements.
- A sub-set of individual records that excludes records from a specific source system.
- Logging Service
- Batch Management Service
- Administrative User Interface
- API Management Service (MPI Integration Layer and MuleSoft)
The benefits of the solution are listed as follows:
- Scalable and flexible integration layer supports a range of configurations per the MPI pyramid.
- A standardized and efficient way of connecting to identity reference services like Verato.

The user interface provided by the solution was comprehensive and included all configurable activities using standard APIs, which were not specific to a particular reference solution like Verato.
